HOÀNG THỊ NHẬT LỆ TO US CONGRESSMAN ED ROYCE: I AM A RFA VIETNAMESE'S VICTIM

Dear Mister U.S Congressman Ed Royce and whoever it may concern,

I am Hoàng Thị Nhật Lệ, a 21-year-old citizen of Vietnam living in Ha Noi city – the capitol of the Socialist Republic of Vietnam.

I am a victim who has been falsely accused by a news agency under the management of the U.S Government. So I write this letter to express concern about the programmes of the RFA Vietnamese Service – Radio Free Asia with a suggestion: Put an end to the RFA Vietnamese Service.

Dear Mr. Congressman, ladies and gentlemen, to the best of my knowledge, the Radio Free Asia was establisehed in the Cold War era (1950) under the management of CIA with the main purpose is to spread imformation (hoặc propaganda nếu muốn mạnh hơn) of the U.S policies to Asian countries in local languages. In 1994, the U.S Congress passed the International Broadcasting Act which officially made the RFA a private corporation. Though it has obtained the title of a private corporation and no longer been the official voice of the U.S Government, RFA’s budget has been awarded and supervised by a federal annual fund under the Broadcasting Board of Governors (BBG) which serves as the board of directors of RFA. Or in other words, RFA has been run with the money from the U.S taxpayers. And I assume that the U.S Government has been wasting those resources due to following reasons:   

1. The RFA Vietnamese Service has broadcasted false information to attack the State Government of Vietnam. RFA Vietnamese Service has posted news on Dr. Cù Huy Hà Vũ, claiming that his health condition was very bad and he had been on hunger strike for 90 days while in fact this man was fine and 203 lbs in weight. Or the news that blogger Điếu Cày, aka Nguyễn Văn Hải’s hand was chopped off by the police is merely a sensation that exists in the parallel universe. So we can see that RFA Vietnamese Service’s concerned with the sensational titles, not the accuracy and reliability of the information. Besides, this news angency often encourages individuals and organiztions who usually violate the public order and go against the State Government of Vietnam.  

2. RFA Vietnamese Service’s works are very unprofessional and voluntary though its budget is from the U.S taxpayers. I confirm this claim due to the fact that RFA has no resident correspondent in Vietnam, and the sources of information are anti-Vietnamese Government individuals. In other words, RFA Vietnamese Service is operated in a one-sided and untruthful mannor.

3. The RFA Vietnamese Service does not behave in free and democratic mannor. Its Rules of Professional Conduct claims that “Radio Free Asia shall… be a forum for a variety of opinions and voices from within Asian nations whose people do not fully enjoy freedom of expression.” But freedom of expression and voice of difference are not respected. I myself – a voice of difference often send my writings to the Blog and Readers write section of RFA Vietnamese Service. And though my writings meet the requirements of RFA, including appropriate words, reliable and accurate content and defame no individual, organization or state, they have not been posted and I got no reply, even an auto one. It’s so clear that RFA Vietnamese Service can not accept different opinions and pay any respect to its readers.

4. RFA Vietnamese Service has abetted in defamation and insulting Vietnamese citizens. Citizens of Vietnam, including me have the right to express our opinions which may not be similar to the ones of RFA Vietnamese Service. But when we raised our voice, RFA Vietnamese Service has posted articles in order to distort and insult us. 

- In October 2013, this news agency posted a series of articles by Nguyễn Ngọc Già with distorting contents which insulted me, caused huge damages to my career and personal life.

- In February 2014, this news agency continued posting an article by Cánh Cò with untruthful and disrespectful words to attack another Vietnamese citizens – Mr. Trần Nhật Quang. When Mr. Trần Nhật Quang took strong actions, RFA Vietnamese Service has removed the article without posting any correction or apology.

5. RFA Vietnamese Section often distorts and smears our leaders. In the heart and mind of Vietnamese people, President Ho Chi Minh and General Vo Nguyen Giap are immortal symbols of the peoples’ spirit. But RFA Vietnamese Service often posts articles and interviews to smear and insult leaders of Vietnam, which cause huge anger among people. In the time of information technology and Internet when a man could be aware of everything happens in the world with just a click, radio stations like RFA Vietnamese Service has been foggy and out of date more than ever.
So, dear Mr. Congressman, nowadays relations between Vietnam and the U.S have been better; President Barrack Obama and President Trương Tấn Sang launched the U.S – Vietnam Comprehensive Partnership in July 2013. That’s why I assume that the U.S Government does not need to waste the money from taxpayers feeding such an untruthful and immoral news agency as Radio Free Asia Vietnamese Service.

 Tôi là Hoàng Thị Nhật Lệ, tôi 21 tuổi và là một công dân Việt Nam. Hiện tại tôi đang sống tại thành phố Hà Nội, thủ đô nước CHXNCH Việt Nam.

Tôi là một nạn nhân bị vu khống một các trắng trợn bởi một đài phát thanh thuộc sự quản lý của chính phủ Hoa Kỳ. Bởi vậy tôi viết lá thư này nhằm bày tỏ sự quan tâm của mình đến chương trình phát thanh tiếng Việt của đài Á Châu Tự Do - RFA kèm theo đề nghị: Chấm dứt hoạt động của đài RFA tiếng Việt.

 Thưa ngài dân biểu cùng quý vị. Theo như tôi được biết thì đài Á Châu Tự Do - RFA được thành lập trong thời gian Chiến tranh lạnh (1950), dưới sự quản lý của CIA, với mục tiêu chính là tuyên truyền đường lối của Mỹ bằng tiếng địa phương đến các quốc gia Châu Á. Đến năm 1994, Quốc hội Mỹ thông qua dự luật truyền thông quốc tế, và RFA chính thức trở thành một công ty tư nhân. Hiện tại dù đứng trên danh nghĩa là một công ty tư nhân và đài này không phải là tiếng nói chính thức của chính phủ Hoa Kỳ nhưng ngân sách của đài Á châu Tự do lại được tài trợ bởi một quỹ hàng năm của liên bang do Hội đồng quản trị Phát thanh điều hành (Broadcasting Board of Governors hay BBG). Hội đồng quản trị này phục vụ như ban giám đốc của Đài Á Châu Tự Do, trao và giám sát quỹ cho Đài Á Châu Tự Do. Hay nói cách khác, đài này hoạt động bởi tiền thuế của nhân dân Hoa Kỳ. Tôi cho rằng chính phủ Hoa Kỳ đang tiêu tốn tiền thuế của nhân dân một các vô ích bởi những lẽ sau:

 1. Đài Á châu Tự do - RFA tiếng Việt truyền tải thông tin sai sự thật nhằm đả phá nhà nước Việt Nam. RFA tiếng Việt từng đăng tin sức khỏe tiến sĩ Cù Huy Hà Vũ rất tồi tệ khi ông này liên tục tuyệt thực suốt 90 ngày trong nhà giam nhưng sự thực thì sức khỏe ông Cù Huy Hà Vũ rất tốt, trọng lượng đạt 92kg. Hay như vụ việc blogger Điếu Cày tức Nguyễn Văn Hải bị công an Việt Nam chặt tay cũng là một tin giật gân không có thật. Có thể thấy ngoài việc đặt một cái tin thật giật gân ra thì RFA tiếng Việt không hề quan tâm đến tính chân thực của thông tin. Ngoài ra đài này còn thường xuyên cổ vũ cho những cá nhân, tổ chức có hành vi gây rối trật tự công cộng, chống phá nhà nước Việt Nam.

2. Đài Á châu Tự do – RFA tiếng Việt làm việc thiếu chuyên nghiệp. Mặc dù hoạt động bằng tiền thuế của nhân dân nhưng RFA tiếng Việt làm việc rất thiếu chuyên nghiệp theo lối chủ quan duy ý chí. Tôi khẳng định điều này bởi đài này không có phóng viên thường trú tại Việt Nam, nguồn cung cấp tin cho đài này đều là những cá nhân có tư tưởng chống phá nhà nước Việt Nam. Nói cách khác, RFA tiếng Việt hoạt động theo kiểu một chiều và thiếu trung thực.

3. Đài Á châu Tự do - RFA tiếng Việt không thực hiện tự do - dân chủ như đã nói. Trong quy tắc đạo đức nghề nghiệp của RFA tiếng Việt có viết: “Đài Á Châu Tự Do được thành lập với mục đích cổ vũ cho quyền tự do bày tỏ ý kiến và quan điểm, đồng thời tạo dựng một diễn đàn cho những tiếng nói khác nhau”. Nhưng trên thực tế những tiếng nói khác biệt không được tôn trọng. Đài RFA tiếng Việt có mục Blog và Bạn đọc viết – nơi dành cho khán thính giả. Cá nhân tôi – một tiếng nói khác biệt cũng thường xuyên gửi bài lên đài. Và dù cho các bài viết của tôi đều thực hiện đúng theo tôn chỉ của đài: ngôn từ phù hợp, nội dung chân thực, chính xác và không đả phá bất kỳ tổ chức, cá nhân hay quốc gia nào nhưng các bài viết của tôi đều không được cho đăng và cũng không có hồi âm. Có thể thấy RFA tiếng Việt không chấp nhận ý kiến khác biệt và cũng không tôn trọng khán thính giả.

4. Đài Á châu Tự do - RFA tiếng Việt tiếp tay xúc phạm danh dự công dân Việt Nam. Tôi và những công dân Việt Nam khác có quyền thể hiện ý kiến của mình. Ý kiến của chúng tôi không nhất thiết phải giống quan điểm của đài RFA tiếng Việt. Vậy mà khi chúng tôi lên tiếng, đài RFA tiếng Việt đã cho đăng tải những bài viết với lời lẽ xuyên tạc và xúc phạm danh dự của chúng tôi.

- Tháng 10/2013, đài này cho loạt đăng bài viết của tác giả Nguyễn Ngọc Già với nội dung xuyên tạc, bôi nhọ, xúc phạm danh dự đã ảnh hưởng không nhỏ đến cuộc sống và công việc của tôi.

- Tháng 02/2014, đài này tiếp tục cho đăng bài viết của tác giả Cánh Cò với những lời lẽ sai sự thật và thiếu tôn trọng dành cho một công dân Việt Nam khác – ông Trần Nhật Quang. Cho đến khi ông Trần Nhật Quang có những động thái cứng rắn nhà đài liền cho gỡ bài đăng nhưng không có lấy một dòng đính chính hay xin lỗi.

5. Đài Á châu Tự do – RFA tiếng Việt xuyên tạc, bôi nhọ lãnh tụ. Trong trái tim nhân dân Việt Nam, Chủ tịch Hồ Chí Minh và Đại tướng Võ Nguyễn Giáp là những tượng đài bất tử, tượng trưng cho tinh thần dân tộc. Vậy mà đài RFA tiếng Việt thường xuyên cho đăng tải những bài viết, bài phỏng vấn nhằm bôi nhọ lãnh tụ Việt Nam, gây phẫn nộ lớn với nhân dân Việt Nam. Với thời đại của công nghệ thông tin và Internet, chỉ cần một cú nhấp chuột ta có thể biết mọi chuyện đang diễn ra trên thế giới thì những đài phát thanh như RFA tiếng Việt đã trở nên lỗi thời, lạc hậu hơn bao giờ hết.

Thưa ngài dân biểu, hiện nay sự hợp tác giữa Việt Nam và Hoa Kỳ ngày càng khăng khít khi hai nước trở thành “đối tác chiến lược toàn diện” của nhau. Vì vậy tôi cho rằng chính phủ Hoa Kỳ không cần tốn tiền thuế của nhân dân nhằm nuôi dưỡng một cơ quan truyền thông thiếu trung thực và đạo đức như đài Á Châu Tự Do – RFA tiếng Việt. Cuối cùng tôi xin trân trọng cảm ơn ngài dân biểu đã dành thời gian đọc lá thư này. Tôi hy vọng sớm nhận được hồi âm của ngài.

First of all, let me introduce myself to you - my name is Tran Nhat Quang, a citizen of Socialist Republic of Vietnam, and I would like to send you my best regards.

On February 19th, 2014 the Radio Free Asia posted an online article “Who did Tran Nhat Quang insult?” by Canh Co. This article defamed and made false allegations about me, insulting my honor and telling a lie to the readers who are not familiar with me, as well as causing anger among my relatives, my friends and my colleagues. 

On March 2nd, 2014 I sent a letter to Ms. Libby Chiu, President of RFA at 2025 M Street NW, Suite 300, Washinton DC 20036, USA in order to request RFA to verify the truth and remove the article, and to post a correction and a formal apology to me. Please find enclosed my letter to Ms. Libby Liu. I would like to inform you that though the article has been removed from its original place, RFA seems to have no intention of posting a correction.

In our Vietnamese long-lasting traditional opinion, news agency must take responsibility for the accuracy of the information, even if it’s provided by the third parties. Therefore, we the Vietnamese get to the conclusions as follows:

Firstly, RFA is the abettor and accomplice with the author whose nickname’s Canh Co in the evil deed mentioned above.

Secondly, RFA possibly did create, rent or borrow the article of Canh Co as a tool to attack and slander me.

This deed, in fact has violated of the U.S Defamation law and caused considerable discontent not only in me, but also among the number of Vietnamese people who know the truth. And I am not the first and the only to become RFA’s victim – a wide range of citizens and organizations in Vietnam have been or are permanently RFA’s victims. 

For your information, most of editors and journalists in the RFA Vietnamese Section are Overseas Vietnamese related to the fallen regime of Republic of Vietnam, aka Saigon regime. They are under heavy influence of anti-communism and fiercely against the Socialist Republic of Vietnam. That’s why the RFA Vietnamese Section’s coverage is one-sided and distorts Vietnam’s difficulties and denigrates the society. Most of the audiences and readers who have tried RFA Vietnamese Section’s services for several times decide to boycott them. RFA Vietnamese obviously generates aversion among the Vietnamese public opinion. 

Our Fatherland Vietnam and the State of Socialist Republic of Vietnam are trying to manage and overcome difficulties. We have made positive achievements and enhanced our position and prestige in the international arena for the last decade; Vietnam has recently developed comprehensive relations with the U.S. The coverage strategy and methods of RFA Vietnamese Section not only generate aversion and anger among the Vietnamese, but also undermine the national unity and development process as well as hinder the development in diplomatic relations, comprehensive partnership and friendship between the two States and Peoples of Vietnam and the United State of America. As a citizen of Vietnam, a victim of RFA Vietnamese Section, I would like to send you the Call on the U.S Government to close the RFA Vietnamese Section, and please extend it to your Government and fellow people.

Bài đăng này bịa đặt, vu khống hoàn toàn về con người tôi, xúc phạm danh dự cá nhân tôi và lừa dối những người đọc không quen biết tôi, đồng thời gây nên sự phẫn nộ trong những người thân, bạn bè, đồng nghiệp của tôi.
Tôi đã gửi thư cho Bà Libby Liu, Tổng Giám đốc Đài RFA tại 2025 M Street NW, Suite 300, Washinton DC 20036, USA. Cellphone: +84 0902 289 044, yêu cầu xác minh sự thật và gỡ bỏ bài đăng, đăng bài cải chính xin lỗi. Tôi xin gửi kèm thư này tới Ngài bức thư tôi gửi Bà Libby Liu ngày 02/03/2014.
Thưa Ngài, hiện nay bài đăng nói trên đã được RFA gỡ bỏ khỏi vị trí ban đầu, nhưng đã hơn 30 ngày, trang điện tử RFA vẫn không đăng bài cải chính xin lỗi.
Với quan niệm truyền thống lâu đời của người Việt Nam chúng tôi, thì người truyền thông phải chịu trách nhiệm về sự thật của thông tin được truyền tải, dù thông tin đó được đem đến từ phía thứ ba.
Với quan niệm truyền thống nói trên, người Việt Nam chúng tôi nhìn nhận sự việc nêu trên như sau:
Một là, RFA đồng lõa, tòng phạm với Cánh Cò thực hiện việc làm sai trái.
Hai là, RFA tạo ra, thuê hoặc mượn bài viết của nicknam Cánh Cò để làm công cụ tấn công, phỉ báng cá nhân tôi.
Việc làm sai trái trên đây của RFA đã phạm vào tội Phỉ báng theo luật pháp Hoa Kỳ, gây nên sự bất bình đối với RFA, không chỉ của tôi, mà còn của đông đảo người đọc Việt Nam biết rõ sự thật.
Không chỉ duy nhất tôi là nạn nhân của RFA, mà rất nhiều công dân, tổ chức ở Việt Nam đã từng thường xuyên là nạn nhân.
Thưa Ngài, Bộ phận RFA Tiếng Việt có đại đa số biên tập viên và phóng viên là người gốc Việt, có yếu tố chế độ cũ Việt Nam Cộng hòa đã sụp đổ, chịu sự chi phối của tư tưởng chống Cộng, chống chính thể Cộng hòa XHCN Việt Nam. Vì vậy truyền thông của RFA Tiếng Việt phần lớn là truyền thông một chiều, có tính chất bóp méo, thổi phồng, bôi đen - và cả bịa đặt nữa - những sự thật tiêu cực, khó khăn ở Việt Nam. Chính vì vậy, đại đa số người đọc trong nước Việt Nam sau khi nghe, đọc RFA Tiếng Việt một vài lần, đều bất bình và tẩy chay. RFA Tiếng Việt thực sự gây ác cảm trong dư luận người Việt Nam.
Thưa Ngài, Quốc gia Cộng hòa XHCN Việt Nam, Tổ quốc Việt Nam của chúng tôi đang vươn mình vượt qua khó khăn, tiêu cực, đạt được nhiều thành tựu phát triển và tiến bộ, có vị thế và uy tín ngày càng cao trong chính trường Quốc tế, đã và đang phát triển quan hệ toàn diện với Hoa Kỳ. Đường lối truyền thông của RFA Tiếng Việt không chỉ gây bất bình, ác cảm cho người Việt Nam trong nước, mà còn phá hoại công cuộc đoàn kết xã hội, xây dựng và phát triển đất nước Việt Nam chúng tôi, phá hoại công cuộc phát triển quan hệ ngoại giao, hợp tác toàn diện, hữu nghị giữa hai Nhà nước và Nhân dân hai nước Việt Nam và Hoa Kỳ.

Subject: Close RFA program to save our US citizen's tax contribution
Dear Honorable Congressman, Ladies and Gentlemen,
I, the undersigned, Nguyen Phuong Hung, is residing at Orange County, California. For a period time ago I was in Fullerton, and supporting your campaign in your Fullerton office. Your Assistant Mrs. Yang Kim knows me as well as a former Vietnamese Army Ranger Veteran. Hopefully, you still remember me because since I have moved to Westminster, we lost relationship. But my fellows in your area are still supporting you as our good leader to represent us in the house of representative. I was happy to organize 3 consecutive Vietnamese New Year Tet Parades in Westminster which is your presence in all those three events. In the year of 2008, the parade drawn over 15 thousand spectators, biggest parade ever in any Vietnamese parade event in USA, you recognized and witness it.
I am live here in the United States of America for 39 years since I left Vietnam on 4/30/1975 and never enrolled into any welfare system, even in the first day I landed in San Clemente to live with my sponsor, an USMC in camp Pendelton. I am retired, after 28 years to work and contributed all my efforts to settle my new life and paid fully tax to keep our country stronger and stronger. I am also a good US citizen and was only Vietnamese received 2 honor awards from both Westminster and Garden Grove city in 2011.
Today, I am writing this letter to concern about the news regarding on Vietnamese language of RFA (Radio Free Asia). I just learned that the Vietnamese language program of RFA has been cut down to half an hour daily in April, 2014. Concurrently on this occasion, I would like to make a suggestion to request; if you can, shutingwn forever RFA Vietnamese language. Because I contributed my income-tax for 28 years of professional jobs, so I understand the important of our tax system.
Through this requirement (shut down RFA,) Please read the following reasons why has the Vietnamese language program RFA wasted tax dollars of the American people :
1 . The program aims to Vietnam so people can understand and sense of freedom and democracy. But obviously through the exploration of the prestigious Gallup organization, only 18 % of the total 90 million population are tracking program. Actually, people in Vietnam and nobody cares nor understand the views and positions of RFA for Vietnam .
2 . I'm not in Vietnam for 36 years, but from 9/2011 until now, I went to Vietnam 7 times and staying there an average of 3 to 4 weeks . As a journalist, I have explored and observations from Lai Chau Vietnam ( borderline with China) along the border to Ban Gioc Falls, Mong Cai post between Vietnam and China; traveling from north down to Can Tho. I feel Vietnam very peaceful life and free to walk or visit without any questions or escort. Even I was strongly against Vietnam communist for longtime.
3 . With the progress of civilization today is the era of computerization radio listening is increasing minimize radio short wave to start the search is difficult in Vietnam because there is no market for consumption. But that is also easy to understand why many people do not even listen to the radio RFA on short wave radio.
4 . I saw everyone personally as well as my Congressman, our lives have become change the habit. Open up the car radio or CD music, DVD when you get in car. When you get back home, the first thing is turn on the TV watching the news or sports or games . In Vietnam there are literally dozens of TV High Definition multimedia programs for people of all ages, so who need to listen RFA ?
5 . Finally, I would like to speak directly with the congressman, RFA's Vietnamese language programs only broadcast spastic news to listeners without knowing the authenticity of the information. The best news is related to Vietnam has distorted or exaggerated a horrible way. Personally, I own a website named http://kbchn.net, recording 1 million reads per month has been requested RFA to correct the false reports as :
- Mr. " Dieu Cay " Nguyen Van Hai Vietnam prisoner has been severed hand-off by Vietnamese police in October 2011. Today, the whole world knows him " Dieu Cay " was not severed hand-off.
- RFA is a professional agency but not "professional" to carrying out media operations. Why both director Nguyen Van Khanh and Nguyen Ngoc Bich former director of RFA's Vietnamese language program must come toward the Washington Dulles airport to welcome Ms. Nguyen Thi Duong Hang. RFA also reported that her constant lies to America to visit her relatives. There are no one from her relatives has presented ? Why she had to stay in Mr. Bich Ngoc Nguyen's house. Moreover, this time no one knew Nguyen Thi Duong Hang back in Vietnam yet? On what day? Why is the day she came to cheer, excited about the day she left “silence is gold”, no news is good news? Or may be she stays in the United States for good. RFA must report her information, but RFA does not matter regardless things I have asked ?
- Mr. Tran Quang Nhat a former North Vietnam Army Veteran has sent a complaint letter to the RFA, since request is more than 30 days by media law, but there is no words from RFA Board of Director to answer him. On this complaint according to Mr . Tran , RFA has published a letter from one of the reader from Vietnam named " Canh Co" that defamed, libelous and slanderous story with a bad reputation Mr. Tran as person as bad such as: drunk in public and causing unrest. Mr . Tran has complained letter on 29.02.2014 and request RFA make a correction. But the apology was not made and the letter is ignored. The next step, Mr. Tran will file a civil case lawsuit to restore his honor and compensation.
Dear Honorable Ed Royce, Ladies and Gentlemen,
United States legal system does not accept individual personal insult, so probably RFA have the right to fabricated a letter of someone insults Vietnam veterans, an our former enemy? As a media agency RFA know it is wrong and must make an apologize . A sorry of the media sure is not difficult because this has happened so often in the press in the United States. Unless RFA despise his audience. 6 . Moreover, today Vietnam and US are progressing the good relationship to diplomacy that President Barack Obama gave up phrase "comprehensive strategic partnership." Everyone knows RFA is funded by the U.S. government and taxpayers from the American people. So don't let this relationship is broken.
7 . With good fellowship as we have seen. Number of Vietnamese students up to 14 thousand in 2013 and $ 11 billion on imports of investment as well as the giants like Kentucky Fried Chicken , McDonald, Burger King, Pizza Hut, Starbucks (England,) Dairy Queen ... v ... v ... in Vietnam . I think RFA's Vietnamese program was not fabricated news to gain more listeners. If Vietnam is still as bad as RFA may distort then the U.S. government will not stupid to do business with former enemies. Why do US need Vietnam comprehensive partnership and joined the TPP? Why Vietnam become member of Human Rights Council of UN? You already have the answer for those questions. Please use this money to work more useful because the world still having thousands of starving children in Africa than is heard on news reports misrepresent pointless .

CỘNG ĐỒNG MẠNG VÀ CUỘC VẬN ĐỘNG ĐÓNG CỬA RFA

Trong mắt cộng động mạng Việt Nam, Đài Á Châu tự do – RFA tiếng Việt vốn được biết đến như một kênh truyền thông lá cải. Thứ tự do mà RFA luôn rao rảng là thứ tự do chửi bới, xúc phạm, bôi nhọ, vu khống công dân Việt Nam. Thứ dân chủ mà RFA luôn ca ngợi là thứ dân chủ một chiều theo “quan điểm” của RFA. Có nghĩa nếu muốn được đối xử công bằng và dân chủ trên RFA bạn nên thực hiện theo ý đồ của họ và khi đạt được sự “dân chủ” kiểu RFA rồi, bạn sẽ được tiến thêm một bậc trong cái quy trình tự do – dân chủ. Dưới sự bảo trợ và phát tán của RFA, bạn có thể xúc phạm hay vu khống bất cứ công dân Việt Nam nào mà bạn ghét và nếu công dân đó không theo “quan điểm” của đài thì đương nhiên, bài viết của bạn sẽ được gắn mác “không mang tư tưởng của RFA”. Với tác phong làm việc rất “lá cải” này, bất kỳ công dân Việt Nam nào cũng có thể là nhân vật chính trong những bài viết xuyên tạc, chửi bới thậm chí là bôi nhọ được gắn mác“Không mang quan điểm của RFA”.

Tự giới thiệu rằng mình “không đả phá bất kỳ chính phủ nào” nhưng phương châm làm việc của RFA tiếng Việt là truyền bá những tin tức hành lang không cần qua kiểm chứng và những thông tin sai lệch, những “sự thật” được phóng đại nhằm xuyên tạc tình hình Việt Nam. Và RFA cũng thực hiện rất “triệt để” tôn chỉ “không đả phá cá nhân” bằng những bài viết xúc phạm, bôi nhọ, vu khống công dân Việt Nam núp danh “bạn đọc viết” -  một phương pháp hết sức “tự do – dân chủ”. Để rồi cho đến khi nạn nhân lên tiếng, không một lời đính chính hay giải thích, RFA im thin thít và xóa mất tăm hòng phủ nhận trách nhiệm. Quá bức xúc trước hành động này, ngày khi vừa mới được phát động,  cuộc vận động đóng cửa đài RFA tiếng Việt được nhận được sự ủng hộ lớn của cộng đồng mạng Việt Nam. Cùng xem họ đã nói gì về RFA:

“Đài RFA đang xúc phạm danh dự của công dân và đất nước Việt Nam ngày một nghiêm trọng, nó đang làm cho hình ảnh nước Mỹ trong mắt người Việt Nam ngày càng xấu đi và thậm chí còn đang khơi gợi lòng thù hận của người dân Việt Nam với những gì mà chính phủ Mỹ đã làm trong quá khứ. Vậy nên tôi mong rằng chính phủ Mỹ sẽ xem xét đóng cửa đài RFA trên tinh thần tôn trọng người dân và chính phủ Việt Nam. Đây sẽ là động thái tốt trong việc xây dựng hình ảnh một nước Mỹ luôn tôn trọng nhân quyền và dân chủ của những quốc gia khác.” - Bạn Hàng Vũ Quang nhận định.

Anh Nguyễn Xuân Linh đến từ Hà Tĩnh viết “Việc đài RFA xúc phạm công dân Việt Nam đã làm trái ngược quy tắc truyền thông cũng như chuẩn mực đạo đức và luật pháp quốc tế”.

Chú Trần Nhật Quang không giấu nổi bức xúc “Tôi là nạn nhân của RFA mượn bài viết "Ông Trần Nhật Quang chửi ai ?" đăng ngày 19/02/2014 có nội dung bịa đặt, vu khống và tấn công, xúc phạm nhân phẩm của tôi. Hành động này của RFA là sự thách thức ngang ngược và trắng trợn lương tri của độc giả. Cần đóng cửa đài này để chống lại sự vi phạm nhân quyền của họ.

Là người Việt Nam có lòng tự tôn dân tộc, bạn nghĩ sao trước việc một đài của Mỹ công khai tấn công một công dân Việt Nam đáng kính ? Còn tôi, tôi không thể ngồi yên, chấp nhận những việc này có cơ hội tái diễn! – chị Võ Khánh Linh – một blogger sắc sảo lên tiếng.

Bạn Nguyễn Tuấn Linh thì khẳng định “Danh dự con người là thứ không được phép xâm phạm”.

Bạn Nguyễn Hoàng Nam – một sinh viên trẻ khẳng định: “Tự do và hòa bình là hai thứ mà dân tộc tôi phải đổi bằng máu và nước mắt. Chúng tôi cũng như các vị đều mong muốn một xã hội tự do và dân chủ. Tuy nhiên sự tự do và dân chủ này phải được thực hiện dựa trên những tiêu chuẩn riêng, phù hợp với điều kiện của mỗi quốc gia và vùng lãnh thổ. Các vị có những vấn đề của mình, chúng tôi cũng vậy. Nếu như chúng tôi không xuyên tạc, không bôi nhọ tình hình đất nước của các vị vậy hà cớ gì các vị lại đài thọ cho một đài chuyên xuyên tạc tình hình đất nước tôi. Khi Việt Nam và Mỹ đã cùng nhau khép lại quá khứ hướng đến tương lai bằng việc hợp tác toàn diện, tôi nghĩ những đài truyền thông thiếu trung thực, thiếu tôn trọng như RFA cần được xóa bỏ”.

Chỉ tính đến 20h ngày 04/04 – một ngày sau cuộc phát động, biểu mẫu đã nhận được hơn 300 chữ ký đến từ khắp nơi trên đất nước. Mỗi chữ ký là một ngọn lửa thiêu đốt thứ truyền thông lá cải đã ngang nhiên xúc phạm, vu khống công dân Việt Nam.

Cuối cùng, xin gửi tới bạn đọc câu nói của nhà bác học Einstein “Thế giới sẽ không bị phá hủy bởi những kẻ làm điều ác mà sẽ bị phá hủy bởi những người nhìn thấy chúng mà không hành động gì cả”. Trước việc một cơ quan truyền thông nước ngoài tiếp tay phát tán những luận điệu đả kích, bôi nhọ, xúc phạm công dân Việt Nam, họ đã lên tiếng, còn bạn thì sao ?

SIGN TO URGE THE U.S GOVERNMENT TO SHUT DOWN RFA VIETNAMESE SERVICE

RFA Vietnamese Service is a section of Radio Free Asia located in Washington D.C, established in 1995 by President Bill Clinton and funded by the American taxpayers in order to provide “accurate and honest information on the free world” to the Asian countries. 

However, against its own criteria mentioned above, RFA Vietnamese Service operated by a group of Vietnamese Americans often reports fake news and distorts information about Vietnam, increasingly tends to become a tabloid which looks down on its own readers.
    
Peak of this trend is the case of Mr. Tran Nhat Quang - a worker from Capital Hanoi who write a complaint about the article “Who did Tran Nhat Quang insult?” on RFA Vietnamese Service by an anonymous author with defamatory content, which fabricated that Mr. Quang was drunk and messed up in order to slander him for the purpose of revenge Mr. Quang’s disagreement on the protests of a small group of people who specialize in violation of public order at Hoan Kiem Lake every Sunday. This is clearly a violation of the U.S Defamation Law, but RFA has merely removed the article without posting any formal apology and correction. This deed of a news agency of the UNITED STATES OF AMERICA not only unruly disregards Vietnamese audiences and readers as well as the law and human rights, but also insult the pride of our Vietnamese peoples.   
      
Mr. Tran Nhat Quang is a normal worker in Vietnam, so he has no money to hire a lawyer to file or pursue a lawsuit against the RFA Vietnamese Service in Washington D.C to demand justice for him and bring RFA’s evil deed to public notice. 

Therefore, we - the Vietnamese bloggers who support and look up to Mr. Tran Nhat Quang, have initiated ADVOCACY GROUP ON CLOSURE OF RFA VIETNAMESE SERVICE and hereby declare: On April 4th, 2014 – one month after the day Mr. Tran Nhat Quang formally sent a complaint letter to RFA but they have failed to fulfill his demand, according to the Civil procedure under the U.S Law, we call for collectively signing to URGE THE U.S GOVERNMENT TO SHUT DOWN RFA VIETNAMESE SERVICE in the hope that the de facto boss of RFA Vietnamese Service would show responsibility to Vietnamese audiences and citizens. We also hope that every U.S citizens who support democracy and human rights would raise their voice to urge the U.S Government to behave legally and restore justice benefits to the Vietnamese. 

We would like to thank all the responsible and conscionable friends and bloggers who have encouraged and supported us as a whole and Mr. Tran Nhat Quang in particular; and we would like to express our special appreciation to the oversea newspaper KBC for their whole-hearted help.

HÃY KÝ TÊN VẬN ĐỘNG CHÍNH PHỦ MỸ ĐÓNG CỬA ĐÀI RFA TIẾNG VIỆT



Đài RFA Tiếng Việt trực thuộc đài Á Châu Tự do có trụ sở tại bang Washington, Hoa Kỳ, được Tổng thống Bill Clinton lập ra năm 1995 và cấp kinh phí hàng năm từ tiền thuế của nhân dân Mỹ, với mục đích đưa “thông tin trung thực về thế giới tự do” tới các nước Châu Á.

Tuy nhiên trái ngược với tiêu chí nêu ra, đài RFA Tiếng Việt do nhóm người Mỹ gốc Việt điều hành, thường xuyên đưa tin không trung thực, bóp méo tình hình Việt Nam, ngày càng có xu hướng như tờ báo lá cải, xem thường chính bạn đọc của mình.

Đỉnh điểm là vụ ông Trần Nhật Quang, một công nhân ở Thủ đô Hà Nội gửi thư khiếu nại đài RFA Tiếng Việt đã đăng bài báo “Ông Trần Nhật Quang chửi ai” của một tác giả không rõ danh tính phỉ báng và vu khống với câu chuyện bịa đặt rằng ông say rượu, gây náo loạn để bôi nhọ, thóa mạ chỉ vì ông bày tỏ quan điểm không ủng hộ cuộc biểu tình của nhóm nhỏ chuyên gây rối ở Bờ Hồ Chủ nhật hàng tuần. Hành động này đã phạm tội Phỉ báng theo luật pháp Hoa Kỳ, nhưng họ chỉ lẳng lặng gỡ bài, không đường hoàng xin lỗi, không đính chính. Hành động này của một cơ quan truyền thông HỢP CHỦNG QUỐC HOA KỲ không những thể hiện rõ sự coi thường thính giả người Việt, luật pháp và nhân quyền một cách ngang ngược, mà còn thể hiện sự xúc phạm tới lòng tự trọng, tự tôn dân tộc của người Việt chúng ta. 

Ông Trần Nhật Quang là một người lao động bình thường ở Việt Nam, không có tiền khởi kiện, thuê luật sư và theo kiện đài RFA Tiếng Việt tại bang Washington ở Hoa Kỳ hầu đòi công bằng cho bản thân, tố cáo đài này ra trước công luận. 

Bởi vậy, chúng tôi - gồm các blogger người Việt - là những người yêu mến, quý trọng ông Trần Nhật Quang đã thành lập nhóm NHÓM VẬN ĐỘNG ĐÓNG CỬA ĐÀI RFA TIẾNG VIỆT tuyên bố: từ ngày 4/4/2014, sau hơn 1 tháng ông Trần Nhật Quang chính thức gửi đơn tới Đài RFA nhưng Đài RFA không thực hiện các yêu cầu của ông Trần Nhật Quang, thực hiện theo đúng trình tự, thủ tục của pháp luật Mỹ, chúng tôi phát động phong trào ký tên tập thể YÊU CẦU CHÍNH PHỦ MỸ ĐÓNG CỬA ĐÀI RFA TIẾNG VIỆT, với hi vọng rằng những ông chủ thực sự của đài RFA Tiếng Việt thể hiện trách nhiệm với các thính giả, công dân Việt Nam. Việc làm này còn mong mỏi các công dân Hoa Kỳ yêu chuộng dân chủ, nhân quyền sẽ lên tiếng đòi Chính phủ của họ hành xử đúng pháp luật, trả lại công lý cho người dân Việt Nam.
